Goal: To provide the appropriate academic knowledge and technical skills necessary to effectively perform the duties of a Port Facility Security Officer (PFSO) as defined in section A/2.18 and A/17 of the ISPS Code and US 46 CFR. Objectives: Upon successful completion of the program, students will be able to undertake the duties and responsibilities as defined in section A/17.2 of the ISPS Code to include:
a. Execution of the Basic Principals of Port Facility Protection to include:
Knowledge of current security threats and patterns
Recognition and detection of weapons, dangerous goods & devices
Recognition of characteristics and behavior of persons who are likely to threaten Port operations, personnel or resources
Knowledge of techniques used to circumvent security systems
Crowd management, control, interaction and disbursement techniques
Proper security communication, report writing and interrogation techniques
Operations of physical security equipment and personnel issue items
Port Access Control
Physical Searches of persons, vehicles, cargo and parcels
CQT (Close Quarter Tactics) for self defense, restraint and subject control;
b. Conduct an initial comprehensive security survey of the port facility, relevant activities and structures, operations and safeguards as applicable to the existing Port Security Assessment and Port Security Plan;
c. Provide valid written and oral feedback as input to the development and maintenance of the dynamic Port Security Plan document and activities;
d. Participate effectively in the exercising of the Port Security Plan;
e. Perform regular and proper security inspections of the port facility;
f. Demonstrate by performance the principals and activities as presented in the Port Employee Security Awareness Program;
g. Demonstrate an understanding of the execution of the mandatory elements found in the ISPS Code with specific relation to Seaport and Shipboard operations and responsibilities;
h. Effectively interact with Company and Ship Security Officers to coordinate implementation of the Port Facility Security Plan through the practice of proper Interpersonal Communication skills.
Entry Requirements: Students must be employed or to be employed by the Port Facility Operator. Students should have a minimum of high school education or equivalent, a fair command of the English language and be physically fit to perform security duties.
Course Certificate: Each student will be subject to both a pre-test and post-test evaluation. Students must demonstrate successful measure of knowledge on the post-test instrument. All students successfully completing the program will receive both a Certificate and appropriately annotated training record for file.
Course Delivery: The program is presented as a combination of lecture (25%), student hands on (60%) and multi- media presentations (15%).
Staff Requirements: The Instructor in charge: Francis G Spranza has experience in maritime security and intimate knowledge of the requirements of Chapter XI-2 of SOLAS 74 as amended in the ISPS Code and US 46 CFR. This program utilizes three (3) instructional personnel

Program Duration: 40 instructional hours
Teaching Facilities and equipment: The program requires the use of an ordinary classroom, audio-visual equipment and actual facility environment for selected segments of training. Students are to report on selected days involving scenario exercises - in full utility uniform with personal issue equipment items.
